Since our letter of last June informing you of the proposal to split the FRBG into two regional federations or leagues, your Committee has continued to follow events and now updates you as follows :

1)      at a meeting of 13 October the FRBG adopted proposals, by about 80% of the 64 clubs represented at the meeting,  officially recognizing the Vlaamse Vereniging voor Golf (VVG) and the Association Francophone de Golf (AFG) ;

2)      the meeting refused the request of Boitsfort, on behalf of Boitsfort and Anderlecht, to be allowed to remain attached directly to the FRBG rather than choose between the VVG and the AFG ;

3)      Clubs adherents, such as the ECGC, also must now  choose between the VVG and the AFG as the FRBG ceased to exist in this respect beginning from decisions ratified at its AGM of 21 November ;

4)      to maintain our adherent status all the members of the ECGC  must in future be members of a Belgian club effectif but we are given until 31 December 2003 to meet this condition. 

The ECGC is now faced with :

1)      acquiescing in the requirements just described ; or

2)      losing recognition as a golf club in Belgium ; or

3)  finding some other solution. 

In regard to 1) : this combination of requirements raises legal and policy questions which may ultimately, in the case of acquiescence, involve a change in our present Statut in order to limit membership from 1 January 2004 to those of our members who are also members of a Belgian club effectif. 

In regard to 2) :  the ECGC  could instead become a golf society. A precedent is the Irish Wild Geese Golf Society, many of whose members are members at La Tournette,  some are members of other golf clubs (other than the ECGC) in Belgium and others are members of golf clubs elsewhere. The IWGGS has no connection with the FRBG but this does not seem to affect its  vibrancy as a very active and successful organization. Nevertheless, we may, in arranging future fixtures in Belgium, be required by receiving clubs to assure them that all our participants are members of a club effectif and/or are adequately insured – this obviously poses practical problems. 

In regard to 3) : members are invited to make such comments and suggestions as occur to them on this and any other matter contained in this letter. 

In the grace period to 31 December 2003, and without prejudice to what may happen thereafter, your committee considers it advisable to maintain the status quo to the fullest possible extent ; to this end we considered accession, at this stage, to the AFG, to which, in the new situation, most of our members who are currently members of a club effectif belong, to be the best option. Consequently, except for the change of association issuing the Belgian Federation card, our club will continue to operate in 2002 exactly as in 2001.

Compte-rendu de l’Assemblée Générale extraordinaire de la Fédération Royale Belge de Golf tenue à Hulencourt le 13 octobre 2001

1.       64 clubs belges étaient représentés par leur Président ou par un membre mandaté par lui pour le représenter. 

2.         Le Président de la FRBG, Raymond Kilian, a introduit la séance en qualifiant la journée d’historique pour le Golf Belge.  Il a mené l’ensemble de la discussion avec autorité et conciliation.  En résumé, toute la journée a été marquée par une atmosphère très sereine et les dirigeants de la FRBG ont rendu hommage au sérieux des travaux des deux groupes de travail créés fin 2000, d’une part le groupe de travail représentant les clubs flamands et d’autre part le groupe de travail représentant les clubs francophones. 

3.         La première partie de la réunion s’est déroulée, tous les clubs ensemble pour :

a/         Approuver les propositions financières.
Ces propositions financières ont été approuvées à la quasi unanimité des membres présents.

- Les capitaux prévus pour 2002 à 2005 se répartissent comme suit :

            2002-2003 total 73.200.000 FB se subdivisant comme suit :

• FRBG 32.500.000 FB

• VVG  20.350.000 FB (Vlaamse Vereniging voor Golf)

• AFG 20.350.000 FB (Association Francophone de Golf) 

              2004-2005 total  68.000.000 FB se subdivisant

• FRBG 32.500.000 FB

• VVG  19.525.000 FB

• AFG   15.975.000 FB 

- Les cotisations ont été fixées pour la période 2002 à 2005 à 1.650 FB (les juniors 350 FB).  

b/          approuver la modification des statuts et le règlement d’ordre intérieur de la FRBG.

            Ces deux textes ont été adoptés à environ 80% des votants.  Si ces textes avaient été rejetés, la réunion s’arrêtait et on devait fixer une nouvelle date.

            L’adoption de ces textes signifiait la scission en deux parties de la FRBG et la constitution officielle de la VVG et de l’AFG.

            Avant le vote M. Massion, Président du Club de Boitsfort, intervenait pour demander que les clubs bruxellois (Boitsfort et Anderlecht) n’aient pas à choisir entre la VVG et l’AFG et puissent rester dépendre directement de la FRBG.  Ce point n’a pas été retenu.

 c/          Fixation de la date de l’Assemblée Générale : le 21 novembre 2001. 

4.         L’après-midi a été reservée pour la VVG et l’AFG siégeant séparément, à la nomination des administrateurs et des 2 Présidents de même qu’à la désignation des personnes qui représenteraient ces 2 associations au sein du conseil de la FRBG.

5.         L’Association Francophone de Golf a élu son comité.

Président : M. Jean-Claude BLADT (Pierpont) qui a recueilli 100% des voix.

6.         Clubs adhérents : ceux-ci devront choisir entre la VVG et l’AFG.

Ils ont un délai de réflexion jusqu’au 31 décembre 2003 pour affilier “tous leurs joueurs” auprès d’un club effectif.  D’ici là, beaucoup d’eau aura eu le temps de couler sous les ponts …

Le Club de Golf des Communautés Européennes de Bruxelles a choisi de s’affilier à l’AFG, la plupart de ses membres étant membres à La Tournette, à La Bawette, à l’Emepereur et à 7-Fontaines.
